About the Position:This position assists in the management of a diverse real estate portfolio located across the Great Lakes Region for the U.S. Army Corps of Engineers (USACE) Buffalo, Chicago, and Detroit Districts. Our real estate property holdings span 8 states, contain over 140 Federal projects, which have over 275 active real estate agreements. These agreements with local governments and non-profit organizations provide beneficial use and safety enhancements to the general public.

NOTE: This position may be filled at either the GS-7 or 09 grade level. If selection is made at the GS-07 a non-competitive career promotion may be made to the target GS-09 level without further competition. A non-competitive promotion may be effected upon supervisory recommendation provided the incumbent is sufficiently experienced, meets all necessary qualification requirements for promotion to the target grade, is performing the full scope of the major duties, and is functioning under the supervisory controls at stated in the target level job description.

This is an opportunity to develop real estate skills and experience, utilize customer service skills, and perform historical research into our properties and agreements. We are looking for someone who is detail oriented, self-motivated, well organized, and possesses excellent communication skills to join the USACE Great Lakes Team of real estate professionals.

Processing real estate outgrant and ingrant agreements such as leases,licenses, permits, easements, and consents to easements, and other various documentation associated with management and disposal of Federal real property.

Performing inspections to ensure compliance with the terms and conditions of agreements, while creating and maintaining records in hard copy and electronic formats, and in the real estate management information system.

Preparing reports and documents in addition to interpreting real estate agreements, maps, land surveys, policies, plans, and specifications.

Using written and verbal correspondence to coordinate with multiple public and private entities, in addition to coordination within USACE.

Learning the legal requirements of real estate, and the impacts of court decisions, in addition to various laws and regulations.

Experience required:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:

For GS-07:receiving visitors and phone calls, and referring them to the appropriate person(s); answering routine realty related inquiries; reviewing, sorting, and distributing mail to appropriate person(s); maintaining an electronic or physical realty file database/system; and using a variety of office automation equipment (e.g. computer, copier, printer, fax machine, etc) and software (e.g. Microsoft Office Suite).

This definition of specialized experience is typical of work performed at the next lower grade level position in the federal service (GS-06)

For GS-09: apply real estate principles, regulations, practices and techniques to acquire necessary lands easement and rights of way of a project for commercial, industrial, riparian, residential, agricultural, and various properties.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).

To qualify for the GS-07 you must have 52 weeks of the Federal service at the GS-05 grade level or equivalent. To qualify for the GS-09 you must have 52 weeks of Federal service at the GS-07 grade level or equivalent.

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you may qualify if your education meets the definitions below: You must attach a copy of your transcript.

For the GS-07: One year graduate level education OR Superior Academic Achievement with GPA of 3.0 or higher. You must attach a copy of your transcript documenting GPA.

For the GS-09: Master's degree or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree in any subject area OR have the specialized experience described in above, but less than 1 year; AND have more than 1 year but less than the required Master's degree.

Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
